In November 2010, Commissioner Maddox was elected to the Leon County Board of County Commissioners, serving as Chairman in FY 2013 and FY 2018. While serving on the Commission over the past eleven years, Commissioner Maddox’s accomplishments have included:

Serving on local, regional, and state boards as appointed, such as the Leon County Affordable Housing Advisory Committee, Leon County Elections Canvassing Board, Capital Region Transportation Planning Agency, CareerSource Capital Region Workforce Development Consortium, Council on Culture and Arts, Knight Foundation Community Advisory Committee, Tallahassee Sports Council, Leon County Value Adjustment Board, Florida MPO Advisory Council.

Promoting the importance of engaging citizens and local partners to engage in conversations that shape the community through participation in various citizen engagement events including Leon County’s award-winning “Created Equal” and “Club of Honest Citizens” series, neighborhood association and civic group meetings, and town halls.

Championing affordable and workforce housing initiatives within the community, including implementation of the Purpose Built Communities model to support the Orange Avenue Apartments Redevelopment project.

Serving as Chairman of the Leon County Board of County Commissioners during Hurricane Michael which required the longest and most extensive activation of the Leon County Emergency Operations Center following a natural disaster to date.

Creation of the “One Voice” Initiative in coordination with local partners to provide centralized social services to improve the lives of disadvantaged youths in Leon County.
ACCOMPLISHMENTS
Lead comprehensive, communitywide efforts to plan, prepare for, and mitigate the public health threat of COVID-19 and its associated social and economic impacts, including approval of:

The Leon County COVID-19 Response and Re-opening Plan for a gradual, phased-in approach to safely re-opening the community, consistent with federal guidance, statewide Executive Orders, and expert public health recommendations.

The Leon CARES Expenditure Plan which guided the County to successfully leverage $62.2 million in federal funding to provide financial assistance for more than 4,900 households, 930 local businesses, and 180+ local human service and nonprofit agencies.

Leveraging $8.9 million in Emergency Rental Assistance (“ERA 1”) program funds and an additional $10.8 million in (“ERA 2”) program funds from the U.S. Treasury to provide rental and utility assistance to more than 3,100 households in Leon County, ranking #1 in Florida and #8 nationwide.

The expenditure plan for the County’s allocation of $57 million of Coronavirus State and Local Fiscal Recovery Funds under the American Rescue Plan Act to address the community’s remaining recovery needs in the areas of homelessness and housing support, food insecurity, small business support, childcare assistance, and mental health and other healthcare services.

Coordination with local, regional, and state partners to maximize our community’s testing and contact tracing capabilities through mobile testing events and the hiring of additional contact tracers, school health monitors, and epidemiologists.

Implementation of the local COVID-19 vaccine rollout through coordination with local health care partners, establishment of the Leon County Coronavirus (COVID-19) Vaccination Community Education and Engagement Task Force, and launch of the online “Vax Map” to ensure access to vaccination information.
